How did you install Apache in the first place? From source or a precompiled package? The APR version must be the same as was used to build Apache. Normally if Apache built from source code then it should have installed the header files and libraries for APR automatically if it used its own internal copy. Even if it used a preinstalled copy of APR, normally the apxs configuration utility would still produce -I options for where it was installed.
