The GitHub Actions API enables you to manage GitHub Actions using the REST API. This API is available for authenticated users, OAuth Apps, and GitHub Apps. Access tokens require repo scope for private repos and public_repo scope for public repos. GitHub Apps require the permissions mentioned in each endpoint. For more information, see "GitHub Actions Documentation."
Artifacts
The Artifacts API allows you to download, delete, and retrieve information about workflow artifacts. Artifacts enable you to share data between jobs in a workflow and store data once that workflow has completed. For more information, see "Persisting workflow data using artifacts."
This API is available for authenticated users, OAuth Apps, and GitHub Apps. Access tokens require repo scope for private repos and public_repo scope for public repos. GitHub Apps must have the actions permission to use this API.
List artifacts for a repository
Lists all artifacts for a repository. Anyone with read access to the repository can use this endpoint. If the repository is private you must use an access token with the repo scope. GitHub Apps must have the actions:read permission to use this endpoint.

If the organization belongs to an enterprise that has selected actions set at the enterprise level, then you cannot override any of the enterprise's allowed actions settings.
To use the patterns_allowed setting for private repositories, the organization must belong to an enterprise. If the organization does not belong to an enterprise, then the patterns_allowed setting only applies to public repositories in the organization.

Secrets
The Secrets API lets you create, update, delete, and retrieve information about encrypted secrets. Encrypted secrets allow you to store sensitive information, such as access tokens, in your repository, repository environments, or organization. For more information, see "Creating and using encrypted secrets."
This API is available for authenticated users, OAuth Apps, and GitHub Apps. Access tokens require repo scope for private repos and public_repo scope for public repos. GitHub Apps must have the secrets permission to use this API. Authenticated users must have collaborator access to a repository to create, update, or read secrets.
List organization secrets
Lists all secrets available in an organization without revealing their encrypted values. You must authenticate using an access token with the admin:org scope to use this endpoint. GitHub Apps must have the secrets organization permission to use this endpoint.
